For the ratings, I suppose the easiest response is to point you to give you an example. Look at- http://wiirate.co.uk/Reviews/vc-nintendo64/Mario-kart-64.aspx. Scroll down to the comments section and look how everyone can add a comment to the game and a rating. The rating at the top of the page is an average of all those scores users has given. This average score is also shown on the game list page - e.g. http://wiirate.co.uk/Reviews/vc-nintendo64/default.aspx.
As for points, they're an indication of how active people are in the community. You can earn points for different things - including posting, commenting, posting news (OWN team only), rating posts, rating games and replies to posts you've created.
